Holland & Knight LLP has announced that John S. Irving has joined Holland & Knight's Washington, DC office as a senior counsel in the firm's Litigation Section. Mr. Irving is a former federal prosecutor with significant trial and investigative experience. He focuses his practice on white collar defense, civil and criminal environmental matters, compliance, internal investigations, congressional investigations and maritime issues.
Prior to entering private practice, Mr. Irving served for nearly 10 years at the United States Department of Justice. As an Assistant United States Attorney in Washington, DC, he handled a range of matters and tried dozens of cases before federal and local juries and courts. In 2005, he served as counsel to two deputy attorneys general, where he reviewed death penalty cases and coordinated a presidential initiative to reduce gun crime. In fall 2006, Mr. Irving was appointed counsel to the assistant attorney general for the Environment and Natural Resources Division, where he prosecuted federal criminal environmental cases in Florida and California and assisted in defending federal government agencies against civil environmental claims involving natural resources damages and a number of environmental statutes.
Shawna Francis Watley has joined the Washington, DC office of Holland & Knight as a senior policy advisor in the Government Section.
With more than 14 years of public policy and political experience, Ms. Watley focuses on government relations consulting and advocacy and has worked extensively on transportation issues.
Prior to joining Holland & Knight, Ms. Watley held the position of Director of Congressional Affairs for the Democratic Leadership Council. In this role, she was responsible for the development of strategy, programming and implementation for the Congressional Affairs Department.
