The firm of Ballard Spahr Andrews & Ingersoll, LLP has announced that Gerald J. Pappert, former attorney general of Pennsylvania, has joined the firm's Government Enforcement/White Collar Crime Group.
Mr. Pappert, resident in the Philadelphia office, focuses his practice on counseling clients on government and regulatory enforcement issues and related litigation. Prior to joining Ballard Spahr, Mr. Pappert served as attorney general of Pennsylvania, having served previously as first deputy attorney general.
While in office, Mr. Pappert was lead trial and appellate counsel in the successful effort to block the sale of the Hershey Foods Corporation. He successfully argued before the United States Supreme Court in a case that sought to limit the number of frivolous lawsuits filed by prison inmates. He also successfully argued cases before the Pennsylvania Supreme Court, including the defense of the constitutionality of changes made to the composition and procedures of the Pennsylvania Board of Pardons.
Mr. Pappert established an important constitutional precedent by preventing a sitting state legislator from accepting appointment to another public office prior to the completion of his term.
