Weil Adds Former U.S. Senate Judiciary Committee Chief Counsel David Rybicki As Counsel in Washington, D.C.

WASHINGTON, D.C., August 4, 2016: International law firm Weil, Gotshal & Manges LLP announced today that David Rybicki has joined the Firm as counsel in the White Collar Defense & Investigations practice. He is based in the Washington, D.C. office. Mr. Rybicki joins Weil from the U.S. Senate Judiciary Committee, where he was most recently Chief Counsel to Senator David Perdue and previously Counsel to Senator Charles Grassley. Before that, he spent five years as an Assistant U.S. Attorney at the U.S. Department of Justice in Washington, D.C. At Weil he will focus on white collar criminal defense, regulatory enforcement and internal investigations matters.

As Chief Counsel to Senator David Perdue on the U.S. Senate Judiciary Committee, Mr. Rybicki served as a senior legal, legislative, and policy advisor on issues including cybersecurity and data encryption, intellectual property, constitutional law, and antitrust, among others. Mr. Rybicki also advised Senator Perdue on oversight and investigation of the Department of Justice, Department of Homeland Security, and U.S. Citizenship and Immigration Services regarding national security, immigration, and other consequential public policy matters. As Counsel to Senator Charles Grassley, Mr. Rybicki advised on executive and judicial nominations as well as Department of Justice oversight investigations involving whistleblowers and government accountability.

Prior to joining the U.S. Senate Judiciary Committee in 2014, Mr. Rybicki was an Assistant U.S. Attorney for five years. He prosecuted a wide range of criminal matters involving violent crime, narcotics, firearms offenses, financial fraud, aggravated identity theft and interstate sex offenses. Mr. Rybicki also defended federal agencies and officials in civil litigation involving administrative, constitutional, and regulatory law, tort claims, and employment discrimination. He was first-chair on more than 65 jury and bench trials and argued numerous appeals before the U.S. Court of Appeals for the D.C. Circuit and the D.C. Court of Appeals. After graduating from Stanford Law School, Mr. Rybicki clerked for the Honorable Edith H. Jones on the U.S. Court of Appeals for the Fifth Circuit.
