McNees Welcomes Kenneth R. Stark

Kenneth R. Stark joins McNees' Energy and Environmental Law Practice Group as an Associate.  Ken’s practice focuses on representation of consumer-oriented interests in state and federal regulatory proceedings, and appellate court proceedings, involving electricity, natural gas and oil pipeline issues.  He will be resident in the firm's Harrisburg office.

Prior to joining McNees, Ken served as an assistant counsel in the Pennsylvania Public Utility Commission’s Law Bureau where he gained extensive state and federal appellate litigation experience.  He represented the Commission on rulemakings before the Independent Regulatory Review Commission and advised the Commission on issues pertaining to electric, gas, transportation, water, legal procedure and legal ethics.  As a member of the inter-bureau Office of Competitive Market Oversight, Ken advised the Commission on issues facing the retail competitive gas and electric markets.  He also served as a prosecutor with the PUC’s Bureau of Investigation & Enforcement on an electric utility rate case.

Ken is a graduate of the Leadership Harrisburg Area, Community Leadership Class of 2015.  The program involved 100+ hours of experiential and educational course sessions that explored the systems that affect the quality of life in Central Pennsylvania.  In addition, Ken currently serves as the Treasurer for the Pennsylvania Bar Association’s Public Utility Law Section and is a past Council Member.

Ken received his J.D. from Penn State Dickinson School of Law and his undergraduate degree from Furman University. 

Ken is admitted to practice in the Commonwealth of Pennsylvania and the State of New Jersey, before the United States District Court for the Eastern District of Pennsylvania, the United States District Court for the District of New Jersey, the United States Court of Appeals for the Third Circuit and the United States Supreme Court.
