King & Spalding announced on September 8 that Lisa Dwyer, senior policy advisor in the Office of Policy with the U.S. Food and Drug Administration, joins King & Spalding’s Washington. D.C. office as partner. Her recruitment continues a long-standing tradition of former FDA and other government officials joining the firm.

As senior advisor to the FDA’s Office of the Commissioner, Dwyer helped shape the Commissioner’s strategy on policy issues involving all FDA-regulated products, including many of the most important FDA program activities, emerging policies, and regulatory issues the Agency is managing and developing. She has played key roles in developing strategies at the regulatory and legislative level for off-label marketing, laboratory developed tests, next generation sequencing (part of President Obama’s Precision Medicine Initiative), and incentivizing the development of antibacterial therapies. From November 2011 through January 2013, Dwyer served as deputy chief of staff to FDA’s commissioner, where she handled key policy issues and engaged in crisis management.

Dwyer’s professional experience also includes acting as a liaison between Health and Human Services and the FDA on policy issues related to all FDA-regulated products and other issues relevant to the agency. She has also managed policy and legal staff at the working-group level to resolve policy matters. Prior to joining the FDA, Dwyer worked in the food and drug group and in the government regulations group in private practice for almost eight years.
