Jones Day Leads The Pack With Seven Law360 “Rising Stars”

Seven Jones Day attorneys are among Law360’s “Rising Stars” for 2013. The list features top attorneys under 40. This year, 112 lawyers made the list and Jones Day led all other firms in the survey, with the highest number of lawyers included.

The global law firm Jones Day has announced that Catherine Livingston, who has served as Health Care Counsel in the Internal Revenue Service’s Office of Chief Counsel since 2010, will join its Washington office as a partner in the Health Care Practice, effective March 1, 2013.

“Cathy is yet another example of the deep regulatory experience we continue to attract here and throughout the firm. She is perhaps the single most knowledgeable lawyer in this city and indeed this country on the Affordable Care Act, which is important to so many of our clients,” said Greg Shumaker, partner-in-charge of Jones Day's Washington office. “We're delighted to have someone with her depth on tax issues related not only to that, but a variety of other important health care matters as well.” 

Ms. Livingston has been the principal legal adviser to senior IRS leadership on all aspects of the Affordable Care Act. She represented the IRS in the inter-agency policy team coordinating ACA implementation and supervised the work of IRS attorneys developing regulations, including the recently proposed guidance on the ACA employer mandate provisions. Previously, Ms. Livingston served as deputy division counsel/deputy associate chief counsel in the Tax Exempt and Government Entities Division of the IRS Office of Chief Counsel.

“From guiding health care insurers in obtaining fair and timely receipt of federal premium subsidies, to helping employers navigate the ACA's “play or pay” rules, to advising medical device companies and insurers facing new taxes under the ACA, Cathy will bring unique insights to Jones Day's health care clients,” said James Dutro, the San Francisco-based co-leader of Jones Day's Health Care Practice. “Her work with tax-exempt organizations, employment taxes, and government entities also has great relevance to the regulatory and litigation matters where we advise health care and life sciences industry clients.”
