Former U.S. Rep. Tom Loeffler (R-TX) has joined Akin Gump Strauss Hauer & Feld LLP as a partner in the firm’s public law and policy practice. Most recently, Mr. Loeffler was co-chairman of the global business advisory company GrayLoeffler, LLC. Mr. Loeffler will practice in the firm’s Washington, DC and San Antonio, TX offices.
Mr. Loeffler served four terms in the U.S. House of Representatives, representing the 21st Congressional District of Texas. During his tenure in Congress, Mr. Loeffler served as deputy whip and chief deputy whip as well as on the Appropriations Committee, Energy and Commerce Committee and Budget Committee.
In addition to his four terms in Congress, Mr. Loeffler served as special assistant for legislative affairs to President Gerald R. Ford and as legislative counsel to the late Sen. John Tower. In 1987, President Reagan nominated him to serve as principal coordinator for Central America in the White House Office of Legislative Affairs. Since leaving public service, he has advised candidates in a variety of local, state and national elections.
Mr. Loeffler has represented clients and their interests in business strategy development and implementation, financial services, domestic and international taxation, health care, energy and utilities, national defense, advanced technology, telecommunications, construction, environment, transportation, recreation and entertainment, trade and other international issues.
Mr. Loeffler is a distinguished alumnus of the University of Texas School of Law and the University of Texas at Austin. He is admitted to practice in Texas and the District of Columbia.
Baird Fogel has joined Akin Gump Strauss Hauer & Feld LLP’s San Francisco office as a partner in the firm’s project finance and renewable energy practice. Previously, Mr. Fogel was general counsel with BP Solar.
Mr. Fogel’s practice will have an expansive focus on energy project development, construction, finance, mergers and acquisitions, compliance, commercial transactions, corporate governance, commercial settlement and general corporate matters, with an emphasis on solar energy projects. He has experience in all facets of the solar industry, including manufacturing, supply chain, distribution, construction, residential, commercial, small scale utility, large scale utility, government relations, investment and finance.
Vlad Sourkov has joined Akin Gump as a partner and head of the firm’s Russian real estate practice. He joins the firm from CMS Russia where he was head of the firm’s real estate practice in Russia. Other members of his team are expected to join Akin Gump in Moscow in the coming weeks.
Mr. Sourkov represents sellers and purchasers across a range of commercial real estate assets and works with his clients to negotiate joint venture agreements for the development and operation of commercial real estate.
Mr. Sourkov’s Russian Real Estate work has recently included advising Siemens on one of the most significant real estate acquisitions in Russia and a leading European bank on a major secured syndicated financing into Russia.
