Former Federal Prosecutor Arnold Spencer Returns To Haynes and Boone

Former Assistant United States Attorney Arnold Spencer has joined Haynes and Boone, LLP as a Dallas partner in the firm's white collar criminal defense practice group. Mr. Spencer returns to private practice after more than ten years at the United States Attorney's Office. Most recently, Mr. Spencer served as First Assistant U.S. Attorney and Chief of the Criminal Division prosecuting cases involving securities and financial fraud, money laundering, environmental crimes, public corruption, healthcare fraud and immigration fraud.

Mr. Spencer has held multiple positions during his Eastern District tenure, including asset forfeiture chief, deputy criminal chief, criminal chief and first assistant United States attorney. He chaired the Northeast Texas Securities Fraud Task Force and is a former Securities and Exchange Commission (SEC) Prosecutor of the Year for the SEC's Southwest Region. Mr. Spencer is a frequent speaker at national training seminars for experienced assistant U.S. attorneys and federal law enforcement agents.

Haynes and Boone has added Michael Silhol to its Dallas office as of counsel in the health care practice group.

Mr. Silhol is the former senior vice president and general counsel at Parkland Health & Hospital System, one of the nation's leading public academic medical centers with more than 9,000 employees and annual revenues more than $1 billion. Prior to joining Parkland, Mr. Silhol was senior vice president, general counsel and secretary of Radiologix, Inc, a publicly-traded national provider of medical imaging services, which was acquired in 2006 by RadNet, Inc. Mr. Silhol also served as vice president of legal operations for Triad Hospitals, Inc., acquired by Community Health Systems, Inc., and as operations counsel for HCA, Inc. Mr. Silhol is certified in health law by the Texas Board of Legal Specialization and is on the board of directors of the American Health Lawyers Association, and served on the board of governors of the Federation of American Hospitals.In his practice at Haynes and Boone, Mr. Silhol will represent health care industry clients in matters ranging from general corporate operations to contracts, mergers and acquisitions and compliance issues. His clients will include multi-hospital systems, general acute care and specialty hospitals, diagnostic imaging centers, physician practices, ancillary providers and surgery centers.
