With decreasing federal budgets, both agencies and contractors are facing difficult choices and federal acquisition policy is reflecting new acquisition (some would say risky) approaches, as well as increased enforcement. The speakers will discuss current procurement trends, to include the impact of an emphasis on risk shifting, such as mandated use of fixed-price contracts and reduction in use of commercial item treatment, and the administration’s focus on transparency and enforcement with the Federal Awardee Performance and Integrity Information System (“FAPIIS”) database, the False Claims Act, and debarment.
